AP New SEC : ఏపీ కొత్త ఎన్నికల కమిషనర్గా అనిల్ చంద్ర పునేఠా?
ఆంధ్రప్రదేశ్ రాష్ట్ర ఎన్నికల కమిషనర్ (SEC) నియామకంపై ప్రభుత్వం కసరత్తు పూర్తి చేసినట్లు తెలుస్తోంది. మాజీ ప్రభుత్వ ప్రధాన కార్యదర్శి, రిటైర్డ్ ఐఏఎస్ అధికారి అనిల్ చంద్ర పునేఠా (Anil Chandra Punetha) ఏపీ కొత్త ఎస్ఈసీగా బాధ్యతలు చేపట్టే అవకాశం ఉంది. ప్రస్తుత కమిషనర్ నీలం సాహ్ని పదవీకాలం మార్చి నెలాఖరుతో ముగియడంతో, ఆ స్థానంలో సమర్థుడైన అధికారి కోసం వెతికిన కూటమి ప్రభుత్వం పునేఠా వైపు మొగ్గు చూపింది. ముఖ్యమంత్రి చంద్రబాబు నాయుడు ఈ నియామకానికి గ్రీన్ సిగ్నల్ ఇచ్చినట్లు సమాచారం. గవర్నర్ ఆమోదం లభించిన వెంటనే అధికారిక ఉత్తర్వులు వెలువడే అవకాశం ఉంది.
అనిల్ చంద్ర పునేఠాకు గతంలో ప్రభుత్వ ప్రధాన కార్యదర్శిగా పనిచేసిన అనుభవం ఉంది. 2019 ఎన్నికల సమయంలో అప్పటి ఇంటెలిజెన్స్ డీజీ బదిలీ వ్యవహారంలో కేంద్ర ఎన్నికల సంఘం ఆయన్ను సీఎస్ పదవి నుంచి తప్పించడం చర్చనీయాంశమైంది. అనంతరం ఆయన ఉత్తరాఖండ్ స్టేట్ చీఫ్ ఇన్ఫర్మేషన్ కమిషనర్గా కూడా పనిచేశారు. ప్రస్తుతం ఆయన ఏపీ విజిలెన్స్ కమిషనర్గా కొనసాగుతున్నారు. పునేఠా ఎస్ఈసీగా వెళ్తే, ఖాళీ అయ్యే విజిలెన్స్ కమిషనర్ పదవిలో మరో మాజీ సీఎస్ నీరభ్ కుమార్ ప్రసాద్ను నియమించాలని ప్రభుత్వం భావిస్తోంది.

అనుభవజ్ఞుడైన అధికారిగా పునేఠా ప్రస్థానం
1984 బ్యాచ్కు చెందిన అనిల్ చంద్ర పునేఠాకు పాలనాపరంగా తిరుగులేని రికార్డు ఉంది. ఉత్తరాఖండ్ రాష్ట్రానికి చెందిన ఆయన, ఉమ్మడి ఆంధ్రప్రదేశ్లో రాజంపేట సబ్ కలెక్టర్గా తన కెరీర్ ప్రారంభించారు. శ్రీకాకుళం జిల్లా కలెక్టర్గా పనిచేసిన కాలంలో వరుసగా మూడుసార్లు ఉత్తమ కలెక్టర్ అవార్డును అందుకోవడం ఆయన పనితీరుకు నిదర్శనం. భూపరిపాలన ప్రధాన కమిషనర్ (CCLA), పంచాయతీరాజ్ మరియు గ్రామీణాభివృద్ధి శాఖ స్పెషల్ చీఫ్ సెక్రటరీగా ఆయన అందించిన సేవలు కీలకమైనవి.
ఎన్నికల కమిషనర్ వంటి రాజ్యాంగబద్ధమైన పదవిలో పునేఠా వంటి సీనియర్ అధికారి ఉంటే, రాబోయే స్థానిక సంస్థల ఎన్నికలు నిష్పక్షపాతంగా జరుగుతాయని ప్రభుత్వం భావిస్తోంది. చట్టపరమైన అంశాలపై (LLB) కూడా పట్టు ఉండటంతో, భవిష్యత్తులో తలెత్తే న్యాయపరమైన చిక్కులను ఆయన సమర్థంగా ఎదుర్కోగలరని విశ్లేషకులు భావిస్తున్నారు. ఈ నియామకం ఖరారైతే, రాష్ట్ర ఎన్నికల కమిషన్ కార్యకలాపాల్లో కొత్త వేగం పుంజుకునే అవకాశం ఉంది.
The Andhra Pradesh state government is reportedly preparing to appoint retired IAS officer and former Chief Secretary Anil Chandra Punetha as the new State Election Commissioner (SEC). Sources suggest that Chief Minister Chandrababu Naidu has already given the green light for Punetha’s name, and the formal appointment process through the Governor is expected to be completed soon. This move comes after the tenure of the current SEC, Nilam Sawhney, concluded at the end of March.
Anil Chandra Punetha served as the Chief Secretary during the TDP government in 2018-19. However, during the 2019 general elections, the Central Election Commission removed him from the CS post following a complaint regarding delays in implementing orders related to the transfer of the Intelligence DG. After his retirement, he served as the Chief Information Commissioner for Uttarakhand. Following the formation of the alliance government in AP, he was appointed as the State Vigilance Commissioner. If Punetha transitions to the SEC role, the government is considering appointing another retired IAS officer, Neerabh Kumar Prasad, as the next Vigilance Commissioner.
A Distinguished Career in Administration
Hailing from Uttarakhand, Anil Chandra Punetha is a 1984-batch IAS officer with a strong academic background in Economics, Rural Development, and Law (LLB). He began his career as the Sub-Collector of Rajampet in Kadapa district. Punetha earned significant acclaim during his tenure as the Collector of Srikakulam district, where he received the Best Collector Award three times consecutively. He has held several prestigious positions, including Chairman of the AP Mineral Development Corporation and Special Chief Secretary for the Panchayat Raj and Rural Development departments.
The government believes that Punetha’s vast administrative experience and legal expertise will be vital for the State Election Commission, especially in overseeing upcoming local body elections. His appointment is seen as a strategic move to ensure experienced leadership in a key constitutional role. An official notification regarding his appointment is expected shortly after the Governor’s approval.
