ఆంధ్రప్రదేశ్ ముఖ్యమంత్రి చంద్రబాబు నాయుడు బనకచర్ల ప్రాజెక్టు (Banakacherla Project) వల్ల ఎవరికీ నష్టం లేదని మరోసారి స్పష్టం చేశారు. గోదావరిలో సముద్రంలోకి వృథాగా పోతున్న నీటిని వినియోగించుకోవడమే ప్రాజెక్టు ఉద్దేశమని తెలిపారు. తెలంగాణ ప్రాజెక్టులకు అభ్యంతరం లేదని, సముద్రంలోకి పోయే నీటిని వాడుకుంటే రాష్ట్రాలు బాగుపడతాయని కుప్పంలో మీడియాతో అన్నారు. అయితే ఈ ప్రాజెక్టుకు కేంద్రం అనుమతులు నిరాకరించింది.

కుప్పం, జూలై 3: ఆంధ్రప్రదేశ్ ముఖ్యమంత్రి చంద్రబాబు నాయుడు (CM Chandrababu Naidu) బనకచర్ల ప్రాజెక్టు వల్ల ఎవరికీ నష్టం లేదని మరోసారి స్పష్టం చేశారు. వందేళ్ల నుంచి గోదావరిలో ఏటా సగటున 2 వేల టీఎంసీల నీరు సముద్రంలోకి వృథాగా పోతోందని ఆయన అన్నారు. వృథా అవుతున్న ఈ నీటిని వినియోగించుకునేందుకే బనకచర్ల ప్రాజెక్టు (Banakacherla Project) అని తెలిపారు.
ఎగువన ఉన్న తెలంగాణ (Telangana) రాష్ట్రం ప్రాజెక్టులు కట్టుకుంటే తాను ఎప్పుడూ అభ్యంతరం చెప్పలేదని, ఇకపై కూడా చెప్పనని పునరుద్ఘాటించారు. సముద్రంలోకి పోయే నీళ్లను వాడుకుంటే రాష్ట్రాలు బాగుపడతాయని, నీటి సమస్య పరిష్కారమైతే తెలుగు ప్రజలు బాగుంటారని సీఎం చంద్రబాబు కుప్పంలో ఏర్పాటు చేసిన మీడియా సమావేశంలో చెప్పుకొచ్చారు.
బనకచర్ల ప్రాజెక్టుపై కొందరు అనవసరంగా రాజకీయం చేస్తున్నారని చంద్రబాబు విమర్శించారు. వృథా అవుతున్న గోదావరి నీళ్లను (Godavari waters) వాడుకోవాలన్నదే తమ ఉద్దేశమని స్పష్టం చేశారు. ఏటా సగటున 2 వేల టీఎంసీల నీళ్లు వృథాగా సముద్రంలోకి పోతున్నాయని ఆయన గణాంకాలను ఉటంకించారు. వృథా అవుతున్న ఈ నీటిని వినియోగించుకునేందుకే బనకచర్ల ప్రాజెక్టును ప్రతిపాదించామని తెలిపారు.
అయితే, ఆంధ్రప్రదేశ్, తెలంగాణ మధ్య బనకచర్ల ప్రాజెక్టు తీవ్ర వివాదంగా మారింది. ఎలాగైనా బనకచర్లను అడ్డుకుంటామంటూ తెలంగాణ సీఎం రేవంత్ రెడ్డి (CM Revanth Reddy) ప్రకటించారు. దీనిపై మిగులు జలాలనే కదా తాము వాడుకునేది, అభ్యంతరాలు ఎందుకంటూ ఏపీ ప్రభుత్వం ప్రశ్నించింది. ఈ అంశంపై తెలంగాణ సీఎం, నీటిపారుదల శాఖ మంత్రి కేంద్ర మంత్రులను కలిసి ఫిర్యాదులు (complaints) కూడా చేశారు.
అనంతరం ఏపీ ప్రభుత్వానికి కేంద్ర సర్కార్ షాక్ ఇచ్చింది. బనకచర్ల ప్రాజెక్టుకు అనుమతులు (permissions) ఇవ్వలేమని కేంద్ర పర్యావరణ నిపుణుల కమిటీ (Central Expert Committee on Environment) స్పష్టం చేసింది.
ఈ ప్రాజెక్టుపై అనేక అభ్యంతరాలు వచ్చాయని, అనుమతులు ఇవ్వాలంటే గోదావరి వాటర్ డిస్ప్యూట్ ట్రైబ్యునల్ (GWDT) తీర్పును పరిశీలించాల్సి ఉందని కమిటీ పేర్కొంది. పర్యావరణ అనుమతులకు సంబంధించి సెంట్రల్ వాటర్ కమిషన్ (CWC)ను సంప్రదించడం అవసరమని కూడా అభిప్రాయపడింది. ఈ పరిణామాల నేపథ్యంలో ప్రాజెక్టు భవితవ్యంపై ఉత్కంఠ కొనసాగుతోంది.

Andhra Pradesh Chief Minister N. Chandrababu Naidu has reiterated that the Banakacherla Project will cause no harm to any state, emphasizing its purpose is to utilize the average of 2,000 TMC of Godavari water that annually flows wasted into the sea. Speaking in Kuppam, he affirmed his non-objection to Telangana’s projects and stressed that utilizing surplus water benefits all states. However, the central government’s expert committee has recently denied environmental clearances for the project, citing various objections and the need to refer to the Godavari Water Disputes Tribunal (GWDT) award.
CM Chandrababu Defends Banakacherla Project, Telangana Remains Adamant as Centre Denies Clearance
Andhra Pradesh Chief Minister N. Chandrababu Naidu has once again firmly stated that the proposed Banakacherla Project will not cause any harm to any state. Addressing a press conference in Kuppam, he highlighted that for the past century, an average of 2,000 TMC (thousand million cubic feet) of Godavari River water flows unutilized into the sea annually. He asserted that the Banakacherla Project is intended solely to harness this otherwise wasted water.
“There is no loss to anyone due to the Banakacherla Project. Some are unnecessarily politicizing the issue,” CM Naidu stated. “Our intention is to utilize the excess Godavari waters that are going to waste. Approximately 2,000 TMC of water flows into the sea unutilized every year. The Banakacherla Project is precisely for utilizing this wasted water.”
He further added, “I have never objected to Telangana building projects upstream, and I will not object in the future either. If the water flowing into the sea is utilized, both states will prosper. If the water problem is resolved, Telugu people will benefit.”
The Controversial Project and Telangana’s Opposition
Despite CM Naidu’s assurances, the Banakacherla Project has become a major point of contention between Andhra Pradesh and Telangana. Telangana Chief Minister A. Revanth Reddy has declared his firm intent to stop the Banakacherla project at any cost.
In response, the AP government questioned why there should be objections when only surplus water is being utilized. Telangana’s Chief Minister and Irrigation Minister have even met with Union Ministers to lodge formal complaints against the project.
Central Government’s Setback to AP
Following these complaints, the Union government delivered a significant setback to the AP government. The Central Expert Committee on Environment explicitly stated that it cannot grant permissions for the Banakacherla Project. The committee cited numerous objections received against the project and clarified that for approvals, the Godavari Water Disputes Tribunal (GWDT) award needs to be thoroughly examined. It also emphasized the necessity of consulting the Central Water Commission (CWC) for environmental clearances, particularly given the inter-state nature of the project.
This latest development adds another layer of complexity to the ongoing inter-state water dispute, leaving the future of the Banakacherla Project uncertain.
