సముద్ర తీర ప్రాంతాల్లో లభించే అత్యంత విలువైన ‘రేర్ ఎర్త్ మినరల్స్’ (Rare Earth Minerals) ను పర్యావరణానికి హాని కలగకుండా మైనింగ్ చేయడంపై ప్రభుత్వం ప్రత్యేక దృష్టి సారించిందని సీఎం వెల్లడించారు. తుపాన్లు, సునామీలు వంటి ప్రకృతి వైపరీత్యాల నుండి సుదీర్ఘ తీరప్రాంతాన్ని కాపాడుకునేందుకు ‘మూడంచెల సహజ రక్షణ కవచం’ (Three-tier Natural Shield) ఏర్పాటు చేయాలని ఆదేశించారు. ఇందులో భాగంగా సముద్ర తీరాల్లో విస్తృతంగా మడ అడవులు (Mangroves) మరియు తాటి చెట్లను పెంచాలని స్పష్టం చేశారు. పర్యావరణాన్ని, మెరైన్ బయోడైవర్సిటీని రక్షిస్తూనే.. పర్యాటక రంగం (Beach Tourism) మరియు వాణిజ్య కార్యకలాపాలను ముడిపెట్టి సరికొత్త ఆదాయ వనరులను సృష్టించేందుకు ప్రణాళికలు సిద్ధం చేయాలన్నారు.

Chandrababu Naidu directed state administrative columns to formulate a modern master plan for coastal industrialization. Addressing emerging environmental hazards, Naidu ordered an urgent comprehensive assessment to mitigate industrial aquaculture waste contamination threatening coastal water tables. He stressed the necessity of deploying eco-friendly tech systems to preserve marine biodiversity while simultaneously looking into commercial pathways for mining rare earth minerals deposited across coastal sand belts. To combat rising sea-level challenges and recurring cyclone intensities, he approved a localized multi-layered mitigation framework utilizing natural barriers.

Strategic Infrastructure Framework of AP Maritime Policy

The institutional distribution of responsibilities across coastal preservation and logistics management is structured as follows:

• Three-Tier Shoreline Protection: The climate action plan integrates massive mangrove re-plantation programs combined with structural palm tree belts acting as natural shock absorbers against storm surges.
• Commercial Seaweed Integration: Special focus is being turned toward the cultivation, processing, and global marketing of seaweeds to provide alternate revenue streams for coastal fishing clusters.
• Administrative Oversight Board: Senior leadership including Agriculture Special Chief Secretary B. Rajasekhar, Fisheries Commissioner Nayak, and Rythu Sadhikara Samstha Vice-Chairman Vijay Kumar are driving the implementation panel.
• Global Technical Consultations: Representation from leading international marine conservation networks, including Philip from the VOICE maritime organization, is aligning state policy with global eco-tourism standards.

The centralized vision layout seeks to transform vulnerable coastal fishing zones into well-regulated, economically independent industrial hubs. Chief Minister Naidu directed the inter-departmental committee to establish strict zoning regulations balancing heavy port logistics with fragile maritime ecosystems. By building high-capacity value-addition units close to major shipping centers, the state administration plans to generate extensive localized employment matrices for youth within coastal districts. The final executive draft of this maritime vision blueprint, factoring in the ecological inputs from the global consultant panels, is slated for evaluation by the state cabinet to fast-track pending approvals for mega coastal projects.
