అమరావతిని శూన్యం (జీరో) నుండి ప్రారంభించాలంటే కేవలం రోడ్లు, నీరు, డ్రైనేజీ వంటి ప్రాథమిక మౌలిక సదుపాయాలకే అక్షరాలా రూ. 2 లక్షల కోట్లు ఖర్చవుతుందని వైఎస్ జగన్ పేర్కొన్నారు. ఇది ఆచరణ సాధ్యం కాదని తెలిసినా కేవలం దోపిడీ కోసమే చంద్రబాబు ముందుకు వెళ్తున్నారని విమర్శించారు. అమరావతి కోసం ఇప్పటికే రూ. 47,387 కోట్ల అప్పులు తెచ్చి, రాష్ట్ర ఖజానా నుండి మరో రూ. 9,200 కోట్లు విచ్చలవిడిగా ఖర్చు చేయబోతున్నారని లెక్కలు బయటపెట్టారు. గత ప్రభుత్వ హయాంలో రూ. 1,200 కోట్లతో అసెంబ్లీ, హైకోర్టు, సెక్రటేరియట్ భవనాలు అందుబాటులో ఉన్నప్పటికీ, మళ్లీ కొత్తగా నిర్మిస్తున్న 5 బిల్డింగ్‌ల పేరుతో చదరపు అడుగుకు రూ. 20,427 నుండి ఇంటీరియర్‌తో కలిపి రూ. 30 వేల వరకు దోపిడీ చేస్తున్నారని ఆరోపించారు. పక్కనే ఉన్న తెలంగాణలో కేసీఆర్ కేవలం రూ. 615 కోట్లతో అద్భుతమైన సచివాలయాన్ని నిర్మిస్తే, ఏపీలో మాత్రం ఇంత భారీగా ప్రజాధనాన్ని దుర్వినియోగం చేయడం వెనుక పెద్ద కుంభకోణం దాగి ఉందన్నారు.

ప్రత్యామ్నాయంగా ‘మావిగన్’ కారిడార్

రాష్ట్ర ఆర్థిక స్థితిగతులను బ్యాలెన్స్ చేస్తూ, వేగవంతమైన అభివృద్ధి కోసం తాము మచిలీపట్నం, విజయవాడ, గుంటూరు/గన్నవరం ప్రాంతాలను కలుపుతూ ‘మావిగన్’ (MAVIGAN) కారిడార్‌ను ప్రత్యామ్నాయ రాజధాని నమూనాగా ప్రదర్శించామని జగన్ స్పష్టం చేశారు. ఈ ప్రతిపాదనకు రాష్ట్రవ్యాప్తంగా ప్రజల నుండి అపారమైన మద్దతు లభిస్తోందని తెలిపారు.

• నిర్మాణ వ్యయం ఆదా: అమరావతిలో శూన్యం నుండి నిర్మించే బదులు, ఇప్పటికే 35 నుండి 40 లక్షల జనాభాతో అభివృద్ధి చెందిన మావిగన్ కారిడార్‌ను ఉపయోగించుకోవడం ద్వారా దాదాపు రూ. 1.9 లక్షల కోట్ల ప్రజాధనం ఆదా అవుతుంది.
• సిద్ధంగా ఉన్న మౌలిక వసతులు: ఈ ప్రాంతంలో ఇప్పటికే మచిలీపట్నం పోర్టు, విజయవాడ అంతర్జాతీయ విమానాశ్రయం, 3 ప్రధాన రైల్వే స్టేషన్లు, 4 జాతీయ రహదారుల అనుసంధానం ఉన్నాయి.
• విద్యా, వైద్య హబ్‌లు: 9 ప్రభుత్వ మరియు ప్రైవేట్ మెడికల్ కాలేజీలు, ప్రతిష్టాత్మక యూనివర్సిటీలు ఇప్పటికే ఈ కారిడార్ పరిధిలో నడుస్తున్నాయి.

He pointed out that while Telangana established a state-of-the-art Secretariat under KCR for just ₹615 crore, the TDP administration’s projected cost of over ₹20,427 per square foot for administrative complexes indicates unprecedented fiscal exploitation.

As a cost-effective alternative designed to prevent prolonged economic strain on state resources, Jagan pitched the unified growth grid of ‘Mavigan’—combining the established urban infrastructures of Machilipatnam, Vijayawada, and Guntur/Gannavaram.

• Massive Fiscal Savings: By avoiding a total rebuild in greenfield spaces, optimizing the existing dense urban setups across the Mavigan zone could immediately save the state treasury nearly ₹1.9 lakh crore in foundational setup costs.
• Pre-Existing Transit Gateways: The proposed alignment directly integrates the newly operational Machilipatnam Port, the Vijayawada International Airport, 3 structural railway junctions, and an interconnected network of 4 separate National Highways.
